Chile leads Latin America in economic freedom and scores eighth in the world, ahead of Switzerland and the United Kingdom. Hong Kong, meanwhile, was deemed the world's freest economy for the fourteenth year in a row, ahead of its rival, Singapore, according to the Heritage Foundation's 2008 Index of Economic Freedom carried out in 162 countries.

Ireland positions itself third, followed by Australia, the United States, New Zealand, Canada, Chile, Switzerland, and the United Kingdom.

The report measures parameters such as business, monetary, and labor freedom, government size and intervention, corruption and intellectual property, among other factors.
