In the CATO Institute World Economic Freedom 2007 report, which assesses 141 countries regarding favorable investment conditions and business environment, Chile rose from number 22 to 11 outperforming countries like Germany, Austria, and Japan.

With a 7.8-unit score -out of a maximum of 10- Chile is the country with greatest economic freedom among its Latin American neighbors, followed far by El Salvador (18). Besides revealing the considerable progress made by Chile on this matter, the report also points to the need to make reforms in two broad areas: government size and tax system. According to the Institute, the country should adopt a flat tax system, which is easier to pay and promotes investments.

The areas where Chile improved the most are: access to banking services and labor regulations. Currently, Chile is one of the Latin American countries with the best conditions for hiring labor (based on ease and costs), but the costs for firing workers are also the highest.
